RESEDA, ASSOCIATION OF COORDINATION OF HEALTH NETWORKS
On the Ales Health territory, networks have been created more than 15 years ago. They were first gathered around the Service Communal d’Hygiène (Health Local Government Service) and the Santé de la Ville d’Alès (Alès Health Service). They gathered in 1998 in a coordinating association, RESEDA, which aim was to support the already existing or just created health networks and to coordinate their actions.

Health Networks gather Health and Social workers, associations, and users from the whole basin.

The association benefits from the support of Alès and its agglomeration community. A technical assistance agreement which also guarantees advices in terms of coordination between Alès and RESEDA and a performance grant formalized the partnership which enabled to create a distribution structure made of the association coordinating teams and the Local Health and Hygiene Service team.

Coordination, a tool to help health networks, workers and agents.

The aim of the association is to distribute means, it’s a logistical tool for the health community networks.
It has a team of professionals specialized in public health.
It also employs the technical coordinators of the health networks (palliative treatment, Health and Social Life Network, Childhood Obesity Network).

The Association provides for legal representation, and for financial and accounting management for health networks and joint projects.

The association provides a methodological and strategic support and helps the networks defining their policy of functionning, and orients the reflections towards the political reach of the actions which are taken,
it grants a logistical support and helps in the building up of files, in fund raising and in putting actions in place.

The association has a key role in the evolution of networks, it provides development, evolution and reflection materials.
The association organizes and supports the valuation of networks efficiency.

It has a predominant role in fostering the emergence of new projects, proposing new strategies to professionals who want to organize and provide them with the support they need.
The association is an information center, a resources center which gathers and analyzes the information, organizes its circulating in the health networks.

The association organizes the coordination, and the inter-network coherence in promoting connections and actions between the networks. The association thus has a federative, a circulation and an interface role. It assumes this role of interface with the external partners and also play a connecting role with the financers.
It organizes communication between the different networks thanks to a networks report and to the creation of a professional directory which is updated on a regular basis.

RESEDA is a public health agent: it takes part in the reflection on the efficiency of the actions taken by the networks and helps widening this reflection beyond the usual themes.
RESEDA takes part in the organization, the coherence and the structuring of several territorial and public health policies at the local level.
It also fosters exchanges at the local, regional and national level, ( Fédération Régionale des réseaux, Regional Health and Social Authorities, Union National des Réseaux.)

Support and Development of Health Networks, or already existing Health Projects

The association takes into account the difference between the networks in terms of development, organization of activities and structures and it provides for support accordingly.

Each network or project is organized thanks to a multidisciplinary management committee and a committee of the whole which have conducted projects that have been the subject of financing requests made to the GRSP, to the local council, to the Region Council, the DDJS, the State, and the FICQS (ARH and URCAM).

  • Structured Networks with Defined Coordinating Time
    The Health and Social life Network, the palliative care network and the childhood obesity network have their own coordinators so as to manage activities for a defined time period.

    The Addictology Network has a paramedical activities time which is supported by RESEDA for every question of logistics and organization.
  • For these networks, the apportionment structure provides for
    - the methodological and strategic support of coordinators
    - and its support in logistical organization of the activities which are specific to each network or which are shared between several ones: training, preventive actions, files building up, accounting follow-up, and management control data.
  • For networks which have no defined coordinating time
    the apportionment structure
    - assume the organization of activities, and the technical coordinating of the network, thanks to the members of management committees.
    -The association will look after the logistical organization of every activity of the network: organization of meetings, trainings, preventive actions, files building up, management control data, activity report, etc.
  • The apportionment structure also has to foster communication and partnerships and to help in the organization between the different networks.
  • Coordination holds a role in the support to new projects: for instance, the childhood obesity network receive the support of the association to help professionals in defining, drafting and submitting a project, and in operating the follow-up of the file with the financers. Then there will be a supporting in the implementation of the network. The coordination department is currently supporting a work group so as to create a mental health network.
  • RESEDA makes it possible for regional projects to extend to the local level: In 2007, the coordination department called up perinatal and respiratory health networks so as to create a training organized by the perinatal network about “smoking in the perinatal period”. For 2009, the association enabled the creation of a regional therapeutic educative program thanks to its support to the general practitioners association in charge with the care and which had been appealed to in the framework of the “Eduthep’LR” Project.
